Ellen Kiel wins a seat on the Captain's Council

With a vacant seat on the Captain's Council, the council that governs the free port of Lion's Arch, two candidates campaigned for the public vote: Lionguard captain Ellen Kiel and Evon Gnashblade, head of the Black Lion Trading Company. Their rival platforms — fund a Lion's Arch waypoint and investigate the Thaumanova Reactor disaster, or open the Maguuma Wastes and reclaim a fractal of the Mists — went before the people.

Ellen Kiel won the vote and took her seat on the Captain's Council, a small civic episode that nonetheless placed her among the leaders who would soon have to face Scarlet Briar's siege of the city.
